Mumbai’s BMC Cracks Down on Major Property Tax Defaulters, Threatens Seizure and Auction, ETRealty

MUMBAI: BMC has issued property attachment notices to some of Mumbai‘s biggest property tax defaulters, warning of seizure and auction of assets if outstanding dues are not cleared immediately. Among the top defaulters listed by the BMC is Raghuvanshi Mills Limited from G South ward, with arrears exceeding Rs 140 crore. Other major defaulters include Rajhans Associates, Ashapadara Developers, Sumer Buildcorp Pvt. Ltd., DBS Realty, SD Corporation and Galaxy Corporation, with individual dues running into tens of crores of rupees, according to the civic body.

According to the civic body, attachment notices under Section 203 of the Mumbai Municipal Corporation Act have been served on large defaulters who have failed to pay property tax within the stipulated period, despite having the financial capacity to do so. The move follows repeated reminders and warnings issued by the civic administration.

Additional municipal commissioner (city) Ashwini Joshi has directed officials to initiate legal action against defaulters who continue to evade tax payments. The notices state that if dues are not cleared within the prescribed time, movable assets within the properties will first be seized and auctioned under Sections 204, 205 and 206 of the Act. If recovery is still not achieved, the properties themselves will be auctioned.

Property tax is a major source of revenue for the BMC, which relies on these funds to run essential civic services across the city. Property owners are required to pay the tax within 90 days of receiving their bills. Officials from the assessment and collection department said that a phased recovery process is followed, beginning with personal follow-ups, followed by demand letters and a final 21-day notice before coercive action is initiated.

Despite these measures, several high-value defaulters have failed to respond. As a result, the civic body has proceeded with attachment notices, which include outstanding tax amounts along with penalties. BMC said it is intensifying efforts to meet its property tax collection targets across Mumbai and the suburbs. Civic officials have also urged citizens to use online payment facilities available on the BMC website to avoid inconvenience.

The civic administration has appealed to defaulting property owners to clear their dues at the earliest to avoid attachment and auction proceedings.
