FIR Filed Over Illegal Sale of Court-Prohibited PACL Land in Dehradun, Role of Sub-Registrar Under Probe, ETRealty

DEHRADUN: An FIR was filed against a seller and a buyer by Dehradun district administration for allegedly carrying out the illegal sale and purchase of court-prohibited land in the district, officials said.

The administration took cognisance of the alleged fraud and registered the case against seller Sikandar Singh, a resident of Rajpur, and buyer Kharati Lal Kukkad from Zirakpur, Punjab, at Kotwali police station after it emerged that a 0.76-hectare plot in Aamwala Tarla was sold in Oct 2025 using forged documents to a Punjab-based buyer.

Officials said a complaint submitted to the administration stated that the land was under a ban imposed by the RM Lodha Committee of the high court, but was nonetheless registered by concealing key facts. The land allegedly falls under the restricted category linked to PACL (Pearls Agro Tech Corporation Limited).

In her police complaint, deputy registrar Riya Verma said the seller and buyer failed to disclose in the sale deeds whether the property belonged to PACL, declaring it “clean” at the time of registration. This led to the deed being registered under the Registration Act, 1908, and the Registration Manual.

Following the complaint, officials re-examined the documents and found that the khasra numbers mentioned in the deed belonged to PACL, amounting to a violation of relevant provisions of the Registration Act. As a result, the mutation request was denied in December. Earlier this month, the buyer approached the administration, claiming the transaction was legitimate.

Officials said the deal was executed despite the land being disputed and in violation of court orders. The plot was also allegedly linked to assets of Golden Forest, which are already under various restrictions. The administration has directed the cancellation of mutation orders.

Given the seriousness of the matter, officials said the role of Dehradun sub-registrar’s office is also under investigation, warning that strict action will be taken against those involved in violations of court orders and forged land transactions.

A case has been registered in the matter, said SHO Hari Om Chauhan.
