CHANDIGARH: The MC is set to revisit and amend the terms of its tender for operating the construction and demolition (C&D) waste plant after bidders failed to participate despite the tender being floated three times.
The plant was offered under a revenue-incurring model, but officials said no bidder showed interest in any of the exercises, prompting the civic body to re-examine the financial viability of the proposal.
According to sources, the engineering department has started reviewing all terms and conditions from a revenue perspective. Officials said the department also conducted pre-bid meetings with interested bidders to explain the proposed model and gather feedback. Some suggestions from bidders were incorporated after scrutiny, but the changes still did not attract participation.
This is the first time the MC has designed the C&D waste plant as a revenue-generating project, with the successful bidder expected to pay royalty on the sale of recycled products. Sources said bidders were not finding the model financially suitable, which is believed to be the main reason for the lack of response.
The MC’s plan involves handing over the plant to a company for operation and maintenance for five years, with a provision to extend the contract for another two years based on performance. The request for proposal (RFP) was prepared to cover the entire cycle of C&D waste management, including collection, transportation, processing, disposal and the manufacturing and sale of products and by-products.
Under the proposed arrangement, the selected bidder would pay royalty on a per-MT basis for the C&D waste received at the plant from different sources. In addition, a fixed royalty of 5% would be charged on the sale of recycled products and by-products generated from the waste.
Officials said the revised terms would now aim to make the tender more financially viable and attract bidders willing to operate the facility.
