NEW DELHI: The Supreme Court has directed the Central Bureau of Investigation (CBI) to conduct an inquiry in connection with issues related to ‘The Primus’ residential project in New Gurgaon, developed by its wholly owned subsidiary DLF Home Developers (DHDL), DLF informed in a BSE filing.
According to the company, the matter arises from consumer complaints filed by five allottees that were earlier adjudicated by the National Consumer Disputes Redressal Commission (NCDRC), which delivered its judgment on May 29, 2023. Both the complainants and DHDL subsequently filed appeals before the Supreme Court challenging the NCDRC order.
In an interim order dated February 25, 2026, the Supreme Court directed that an inquiry be conducted while giving both parties full opportunity to place relevant documents and information on record.
The court also clarified that it had not expressed any definitive opinion for or against any party at this stage.
“The Hon’ble Supreme Court has expressly clarified that no definitive opinion has been expressed by us against or in favour of any person/authority in praesenti,” DLF said in its exchange filing.
The company stated that the project, comprising 624 apartments, received an occupancy certificate and that possession was offered in 2017 with water, electricity and other amenities in compliance with the terms of the certificate.
During the hearing, the apex court noted that various documents and photographs were produced before it, raising questions about whether representations made to buyers were fully reflected on the ground. The court also observed that the role of regulatory authorities may require examination.
The bench requested the Additional Solicitor General to coordinate with the Director of the CBI regarding the feasibility of conducting an inquiry. The CBI subsequently agreed to undertake the probe.
The agency has been asked to constitute a dedicated team to carry out the inquiry independently and submit a progress report or findings before April 25, 2026.
The matter is scheduled for further hearing on April 28, 2026.
DLF said the matter is currently sub judice and no final order has been passed by the Supreme Court that would materially impact the company’s business or operations.
