MUMBAI: The Maharashtra government’s town planning and infrastructure development authority, the City and Industrial Development Corporation of Maharashtra (CIDCO), would develop a large industrial township in Palghar, aligning with Mantralaya’s broader plan to develop a ‘Fourth Mumbai’ in the Palghar-Vadhavan-Boisar belt.

The authority has invited bids from real estate developers and companies for long-term leasing of 126.6-acre land parcels in this emerging part of the Mumbai Metropolitan Region (MMR) for the same.

The proposed industrial township is expected to be anchored around the upcoming Vadhavan port, a mega infrastructure project being positioned as a key trade and logistics gateway on India’s western coast.

The state government has indicated that the Palghar-Vadhavan corridor could evolve into a major urban-industrial cluster, similar in scale to the development of Navi Mumbai.

According to industry experts, the move signals a synchronised approach to build both employment hubs and housing supply in tandem.

“The Fourth Mumbai concept is essentially about decongesting the existing metropolitan core by creating a new, infrastructure-led growth centre. The planned Vadhavan port, a third airport for the Mumbai region, a bulltrain stop, and the Delhi-Mumbai Industrial Corridor (DMIC) are expected to significantly enhance connectivity and economic relevance, strengthening the region’s investment appeal. The Palghar-Boisar belt offers the scale required for such a transformation,” said Prashant Khandelwal, Joint Secretary, CREDAI MCHI and immediate past president of CREDAI MCHI Palghar Boisar.

Emerging Hub

Palghar has been gaining attention as a potential growth frontier within the Mumbai Metropolitan Region (MMR), aided by relatively lower land costs, availability of large contiguous land parcels, and most importantly the infrastructure push.

The dual push, industrial and residential, underscores a calibrated strategy to create a self-sustaining urban node. With the proposed industrial township expected to generate employment, the residential development is likely to cater to incremental housing demand arising from workforce migration into the region.

CIDCO’s township offering also reflects a broader trend of public agencies monetising land through long-term leases to attract institutional-grade developers. Such projects typically provide clearer land titles and planning frameworks, reducing execution risks for developers.

The authority has outlined a structured bidding process and retained the right to accept or reject proposals without assigning reasons.

The combined industrial and residential developments could mark the early stages of a new urban cluster in the northern periphery of the MMR, reinforcing the state’s ambition to replicate the success of Navi Mumbai through the proposed Fourth Mumbai initiative.
