Ghaziabad Development Authority Falls Short, Collects Only 50% of Revenue Target, ETRealty

GHAZIABAD: Ghaziabad Development Authority (GDA) has fared poorly in generating revenue from compounding fees in 2025-26. GDA managed to realise only 50% of the target.

Compounding charge refers to extra charge a development authority levies on construction that has taken place over and above sanctioned layout plan. However, the construction deviation must not be more than 10% of the sanctioned layout plan.

As per document procured by TOI, GDA had set a target to raise Rs 103 crore from compounding fee, but across eight zones, the amount raised was just Rs 52 crore.

The rate of compounding charges for residential units is about Rs 482/sqm of the FAR and compounding rate for commercial units is double the residential rate.

As for compounding fee structure for plotted areas of up to 300 sqm area, the side and rear setbacks are 100% compoundable. For plot size between 301 sqm to 2000 sqm, the front setback is 25% compoundable and rear setback is 75% compoundable. The side back is 25% compoundable.

As per monthly monitoring report by state govt and on UP Darpan Dashboard, through which the chief ministers’ office monitors performances of various departments, GDA’s performance to implement mutation policy in the month of Feb is far below the average. So much so that Ghaziabad has been ranked among top five underperforming districts in the state.

As per record on display at UP Darpan Dashboard, 25,111 online mutation applications were received by GDA. Out of which 19,179 were fit cases, but GDA managed to dispose of 97% of it. As per the marking system, a score of less than 98.47%, a district gets zero marking.

Mutation of a property is the transfer or change of title entry in revenue records of the local municipal corporation. The change in title ownership may occur due to reasons like death of the original owner and subsequent transfer of the ownership due to inheritance or succession.

The mutation charge is calculated at the rate of 1% the cost of property and in case of transfer of property due to death the charge is Rs 5,000. While poor performances on compounding and mutation parameters have bearing on overall earnings of GDA, it has also put a question mark on the working of the development authority.

A GDA official said, “In Feb we fared badly on CM Dashboard portal on mutation parameters because of deployment of work forces in SIR in Feb and as for compounding fee, the enforcement departments have been instructed to take the issue more seriously.”
