Delhi CM Advocates Public-Private Partnerships to Transform Real Estate Sector, ETRealty

NEW DELHI: Rekha Gupta, chief minister, Delhi has assured the real estate industry that the government will need two years to revamp the capital and fill the bottleneck of the past 10 years of developmental backlog.

“We urge the industry members and developers to come up with the PPP models for developing state of the art hospitals, schools, shopping malls, accommodations and infrastructure and the government will give the full policy and funding support,” said Gupta.

Delhi CM was speaking at National Real Estate Development Council (NAREDCO) conference organised to announce the 17th edition of its national convention, scheduled for August 29–30, 2025, in New Delhi.

“Our vision is to convert all the slums in Delhi into permanent homes. In addition, we urged the industry to come up with a roadmap on parali-processing units to manage and reduce the AQI level in Delhi. We are in the process of simplifying the licensing system so that with strong state and industry coordination we can make Delhi as a high-tech capital city,” added Delhi CM.

“With a double-engine government, we will propel Delhi towards double-digit growth, ensuring a prosperous future for its citizens,” said Gupta.

Niranjan Hiranandani, chairman, NAREDCO, said, “Urban planning is now central to India’s economic strategy. With construction accounting for a large portion of carbon emissions, the real estate sector must move from conventional approaches to smart, sustainable models. This means adopting green materials, planning for energy efficiency, and integrating smart infrastructure.”

He further highlighted that there is a gap of 20 lakh skilled workers in the construction industry today which is going to grow to 50 lakh in the next five years. “Real estate industry stakeholders and various states and central governments need to work together to fill this gap which is very essential if we are to reach the growth targets we have set for us.”

He however informed that the real estate industry grew by 10% in FY25 and es expected to grow by about 15 % in FY26. “There was a drop of 15% in home sales in the affordable housing segment which is an area of concern for all of us. Various states and central governments and builders need to work together to overcome the issue.”

G Hari Babu, president, NAREDCO said, “We have to reduce the overall approvals and the time taken to get them which will benefit the overall sector. We urge that the various government departments use available technology to improve the overall process.”
